Big surprise is that it is from 2002.

I just discovered City Journal this year and so far have been impressed by the intelligent and well thought essays. But, the absolute hell on earth described here forces me to wonder if it is accurate. I've never been to France and when I do make it, I don't expect to step foot into these areas so I'll never know firsthand. Still, I've grown so leery of believing any news without verification that I'm withholding judgment for now.

It is fascinating though.
